A Fusion Receipt gives every frozen criterion its own evidence row. The row spans six stages: the gate, jury pass 1, the Integrator's disposition, jury pass 2, QA, and final status.
The row is deliberately repetitive. Repetition makes drift visible. A criterion that passed the candidate gate but disappeared during integration cannot hide inside a run-level green badge.
Absence gets a value
not_run means the stage did not execute. not_applicable means the contract did not require it. A waiver names its authority and reason. Those are different facts, so the Receipt records them differently.
Hardness controls completion
A hard criterion must reach a satisfied state or carry an approved waiver before a verified outcome. Advisory evidence can inform the jury without silently becoming a hard block.
